Dr Mrs Bolajoko Sherifat Balogun — Permanent Secretary

Dr. (Mrs.) Sherifat Bolajoko Balogun was born on the 16th of August, 1961 into the Shasore Chieftaincy family of Isale-Eko, Lagos Island, Lagos State.

She started her early education in the United Kingdom where her father served as a Nigerian Diplomat at the Nigerian High Commission in London. On her return to Nigeria in 1975, she attended Methodist Girls High School, Yaba where she sat for her West African School Certificate (WASC) in 1977 and obtained a Grade One division. She was admitted to the University of Lagos in 1978 and bagged a Second class upper B.Sc (Hons.), in Biology in 1982. During her studies at the University of Lagos, she was awarded a National Merit Award for the best all-round student in her class in the first year of study in the form of a Federal Government Scholarship which she enjoyed until she graduated because of her consistent high academic performance. She proceeded to serve the mandatory NYSC in 1982-1983 at Ijebu-Ode college of Education where she taught Biology. In 1983-1984, she obtained a Federal Government Scholarship to study for a Master of Science degree in Botany/Microbiology and passed with distinction from the University of Ibadan.

In 1985, she started work at the Lagos State University as an assistant lecturer where she taught biology and microbiology until 1991 when she obtained an Austrian Government scholarship to study for a Ph.D at the Karl-Franzens University, Graze – Austria. She returned to LASU in 1994 after obtaining her Ph.D in environmental Microbiology. In 1995, she transferred her service to the Lagos State Water Corporation where she worked as a Manager in the Quality Control Laboratory at the major water-works on the production plant. In 1999, she was deployed to the Human Resource Department as a manager to manage HR & Training.

In Y2000, she was promoted to the position of controller regulatory/quality assurance where she was managing all water quality control activities at the three major water treatment plants in Lagos State. During this time, she expanded the scope of parameters used to determine the quality of pipe-borne-water in Lagos State. She was also a member of the National Technical Committee that formulated the National Drinking Water Quality Standard in the Y2007.

In Y2010, she was promoted to the position of Assistant General Manager and Head of Department of the Water Quality Assurance Department. During this time, she was able to significantly reduce the cost of production by introducing more cost effective chemicals used to produce water. In Y2013, she participated as a Committee member in the drafting of the Lagos State Drinking Water Quality Standard.

Dr. Balogun transferred her service to the mainstream Civil Service to her parent Ministry, which is the Ministry of the Environment in 2017 and was deployed to the Lagos State Environmental Protection Agency (LASEPA) as a Director to oversee the Operations of the Zonal Offices. During this time, she was able to set up the Badagry Zonal Office to add to the existing three other zonal offices for effective monitoring of environmental pollution in Badagry area.

She was sworn-in as a Permanent Secretary, Ministry of Youth & Social Developmentin 31st December, 2018 where she has been effectively administering the Policy thrust of Government down the line and ensure execution as intended. She was thereafter re-deployed in 19th August, 2019 to the Ministry of Commerce, Industry and Co-operatives.
